KB3216755 (released Jan 26, 2017) is an update to KB3213986 (released Jan 10, 2017) but I don't see it as an option in Patch Management.
I can see KB3213986 but not KB3216755
Patches would show in the VSA if the patch is in the Microsoft Update Catalog and if the machine that needs it, can discover it via a patch scan. Sometimes if you are not seeing the patch in the VSA it can be due to the machine scan not updating correctly or the machine is not recognizing that specific patch KB as applicable, therefore not showing in scan results.
Below is a KB article which explains more in detail this behavior. If however, you see a different behavior we suggest creating a ticket with Support, so they can take a look at this further.
