By any chance, are you using a SonicWALL firewall appliance?
I had a situation like this a few months back. I was banging my head against a wall trying to figure it out. FInally, we determined there was a basic failure in downloading the actual patch file.
We found that one of the securitity services (Intrusion Prevention, I believe) was set to block all High, Medium and Low threats. This was an account that we took over from someone else, and we had not checked the SonicWALL settings to our company standard. We typically allow LOW threats, because otherwsie, it blocks some VB Scripts and OWA items. Once we unchecked the blocking of LOW, K patch management starting working fine.
If you are not using SonicWALLs, maybe there is a similar setting on the applianc eyou are using.
I hope this helps.
Lloyd
