I looked through the help file and didn't see the answer to this question:
Under "Monitor > Status > Suspend Alarm", what time zone is this time scheduled in? Agent Procedures ask if you want it to be in the same time zone as the target machine, but I don't see that option here. Nor does it say which time zone this will be scheduled in. I assume since it doesn't say, it will be in My Current Time (my VSA's Time Zone).

You are correct the 'Suspend Alarm' will be scheduled as the System time(VSA) rather than Agent time.
When you go to the > Monitor > Status > Suspend Alarm page it should be displaying the current VSA time beside the Schedule button.
