I'd like to create an agent procedure or some sort of security policy to disable the ability to install and to uninstall any already installed Instant Messaging Applications. Any Advice?
My advice is get a decent content filtering solution. Otherwise you will need to build a list of known IM software and that won't be fun to do or maintain.

A good content filter that will block the downloads of such programs AND a good intrusion protection and/or deep packet inspection system that will block the traffic of such programs is the way to go. Maintaining a list of said programs will be a nightmare.
Snort can find these things easily.
