How to test out of memory

I have a monitor set that is supposed to alert us when memory is getting low on a computer.
I just had a server run out of memory and perform very badly, the customer called us because of the performance. The monitor did not alert us even though it was below the monitoring threshhold.
I want to be able to test my monitor set. Does any one know of a program that will fill up the memory and cause an out of memory condition.

There is a tool called 'testlimit' written by Mark Russinovich that came with one of his books. He demonstrates its usage and discusses it here:
