Turning Off "Counter Not Responding" Alarms

I'm getting an alarm because the workstation available MB counter is not responding. As near as I can tell, it's not responding because the counter is below the collection threshold. That's good -- I don't want my system cluttered up with "normal" counters. However, I don't really want this to be an alarm condition.
This problem isn't specific to this particular counter. Is there some way to set up the alarm so it's not being set off just because things are too normal to be worth measuring?

You won't get an alert if it's below the threshold. this is not collecting data for some reason. go to the end-point machine and run perfmon manually and set up the same counter to make sure that perfmon counters are working on that machine.
