Agent installs but doesn't create registry key

I am pushing the Kaseya agent to a number of machines in a remote office and they have all installed with no problems with one exception.
One machine installs the Kaseya agent but when I try and run the Reset Menu script it fails because it cannot find the following registry entry when attempting to run step 1 of the script.
HKEY_LOCAL_MACHINESYSTEMControlSet001ServicesKaseyaAgentDisplayName
The "KaseyaAgent" entry does not exist in ControlSet001, it does in CurrentControlSet but not the 001 ControlSet.
I tried using psexec to reinstall the agent hoping that would fix it but it did not.
Any ideas?
