Detect updates to individual files

Basically we are looking for a way to tell when certain files have been changed on our network.
Our programmers save all their stuff to network drives. And as part of Sarbanes-Oxley they want a way of tracking any time a program is altered. So is there a way to tell if files on the network have changed? Does it require having the agent installed on the server that the network drive is attached to? What made me think of this is the alert that can be generated anytime a program is added or removed from a PC. It's similar accept we are not worried about all files located on the server, just the ability to pick and choose certain files or directories.
