BUDR exceeding licenses in Kaseya

So I am trying to install a BUDR license on a client server, when I attempt to install I get the error "The maximum number of backup licenses has been used up" I have plenty available, which led me to check to see if a limit was imposed under system > license mgr. I have tried increasing this and it reflects in license mgr. Once attempting to install BUDR again, the same error message pops up. I have also tried to place no restrictions for the amount of licenses.


Any one have this happen or know a work around???
