I was able to locate and import a report template into our VSA using the Import manager. Sadly I don't see that custom report template available in the InfoCenter\Reports section?
Is it a persmissions issue? My Role and Scope are set to System.
Do you know if it imported successfully into the System > Import Center > View Import Details?
Do you mind attaching the .xml you imported into your system?
I see from the Import details log there is a line "Unexpected error - Object reference not set to an instance of an object" then after that the log reads "Completed Report template import". I will attach the .xml shortly.

I was able to reproduce the issue and created a support ticket on this (215387).
However, you could re-create the report template's report part fairly quickly.
Info Center > Report Parts > Audit Folder > Local Members > New Table Part > Select the columns, group by filter, and advanced filter in the image below:
