SP2 machines not showing SP3 as a missing patch

We have numerous users running XP Pro; all the machines that haven't been updated to SP3 aren't showing as needing SP3, they're all showing up-to-date, when they clearly aren't.
Any suggestions?

Is there a chance that you used the Mcirosoft SP blocker tool, or implemented a GPO, to block Windows Updates (WU) from automatically downloading Service Pack 3?
If so, the WU scan done by Kaseya will not show SP3 as missing, because WU does not report it as missing?
What happens if you run a Microsoft WU scan? Does it shwo SP3 as missing?

I couldn't actually access the Wu site. After some swearing and research, I found that the Auto Update service was associated with the .\Administrator account and BITS was turned off. After I set the AU service to local system acct and urned on BITS, the QU site worked.
Is there a way to determine what machines would have BITS turned off or WU associated w/a network account as opposed to a local system account?
Also, would turning off AU via Kaseya set the Au service to log on as the admin account?
