Creating ticket for another user.

Can someone tell me if its possible for a user to create a ticket for another user in the Incident service desk.  Before we upgraded to v1.3, there used to be a drop down to pick a user, but it's no longer there, the field is editable.  I tried to manually type the persons name in the field and then manually type the email address but they do not get any notifications.  I don't think the ticket is recognizing the changes.  I opened a ticket with Kaseya but always get no response from them after initial contact.
