Currently you cannot.
The secondary server is used for migrating agents to a new server or if you are changing the port on which the agents check in on.

No this is still not possible. Itshould be possible in version 5 of Kaseya which will be out in 2006.

what is the scheduled release for version 5, and will it contain a "roll back" feature for patch management

We have a 4.5 and possibly a 4.6 release out before version 5 comes out next year, so there is no firm date for version 5. It will only be scheduled once the other two releases out out, but it is likely to be the second half of 2006.
Rollback for patches is scheduled for release in version 4.5 due for release at the start of October.

I beleive this will be the plan, although none of the features for version 5 will be firmed up until next year, so I can only speculate at this stage. The main thing will be that it is on .NET, so that by it's very nature will give access to extra scalability and redundancy features, clustering etc.
