The locked field is used when running the baseline change reports. It shows what the setting was the first time you ran an audit so you can compare to the latest results. Probably not good examples but

If I've read things right then the SaaS platform is on 6.3 so I believe you should be able to use SQL queries in your reports. Not something I've tested but I'm sure someone can chip in and

Drop the * at the end of your first attempt. It ends in 13 so you don't need the wildcard. Also remove one of the three zeros. Doesn't really make sense but that's what works for me.

Why not just create a view using the - Show machines that have have not rebooted in the last X days? It's simple to create and then you can run off an Aggregate table report.
